At T8, the additional pen is not all that useful so a non-IFHE build where you use Heave HE + Fire for dmg is probably optimal. So basically, I believe we are looking at a line of cruisers that will in the end, have 3 different builds. Not enough tubes and not enough range for the average game. I have a feeling Sejon and Jinan will see a much better return on investments with torpedo builds but Harbin. Consequence is that TRB is more important than anything else to maximize the efficiency at this stage. I know it is suggested to build the boats for torps but the main issue is that it still relies on triple launchers, so only 6 torps per side. Survivability Expert is a no brainer, then consumable specialist to have easier access to TRB and DFAA. My reasoning is that Heavy HE will allow me to kill destroyers fasters, and all the pens that I get will deal more damage too so it should translate to higher dmg instantly, with littler efforts. So I am trying to improve my build Heavy HE skill is my next one, then Survivability Expert and maybe consumable specialist. So the only way to have a strong impact on the early game is to take a huge amount of risks to strike the enemy destroyer from 8-9km (you may land some shells near max range if he's clumsy, but don't count on it). This how the game is being played at high tiers most of the time, and few ships will push early on. At this tier, the concept of the ship falls apart because you get a lot more overmatch from cruisers (a lot more +240mm guns on average), more accurate at range too, and most ships in random at these tiers are equipped for long range engagement / support. What explains the diff here IMHO, is the number of games spent with T9 and T10 MM (you'll get more than 60% of your games in T7-T9 and T8-T10 MM spreads). Some people will tell me 19 games doesn't mean much yet but a trend is forming, and it's not looking good. The avg dmg is about right for a fragile CL with relatively low DPM but 21.05% WR is just awful. For transparency, I am a 55% WR player and here's the Harbin stats I got after 19 games, with a 13pts capt (just got 14 yesterday). It's probably the worst ship I ever played, out of near 300 ships including some weak T7 CLs like Munchen. ![]() I've been spending the weekend and yesterday playing it. ![]()
